Updated Continuing Education Guidelines and Requirements

The Insurance Council of British Columbia has updated its Continuing Education (CE) program for BC adjusters and general, life, and accident & sickness insurance licensees. These changes are reflected in an updated document for each licence class, titled the Continuing Education Program: Continuing Education Requirements and Guidelines (formerly referred to as the Continuing Education Guidelines). The updated CE Requirements and Guidelines are effective June 1, 2025.
Background
CE Requirements and Guidelines are provided for each licence class, and describe the CE program requirements that licensees must meet for each licence period between June 1-May 31.
Periodically, the Insurance Council revises guidance documents to ensure they remain relevant and provide the necessary clarity to licensees. Revisions to the CE program guidelines for BC adjusters and general, life, and accident & sickness insurance licensees were approved by Council at its April 2025 meeting.
What’s changed
New and expanded technical content categories to better reflect evolving industry knowledge.
Updated eligibility criteria for CE activities.
Clarified guidance to help licensees understand and meet their obligations.
Exception for new licensees: Newly licensed individuals are no longer required to complete CE during their first licence period.
There is no change to the amount of CE credits required by licensees annually after the first licence period. There is also no change to CE requirements for travel agency employees/salespersons or motor vehicle dealers’ licensed representatives.
Licensee requirements
Continuing education (CE) is learning that helps fulfill the knowledge required to maintain a standard of professional competence and ensure practices remain current with an ever-changing industry. Licensees must meet the requirements of the CE program established by the Insurance Council, under Council Rule 7(5).
For the licence period starting June 1, 2025, licensees will need to complete their CE requirements in compliance with the new CE Program: CE Requirements and Guidelines by May 31, 2026, in order to meet ongoing requirements and renew their licence.
Per Council Rule 4(4), licensees cannot renew their licence unless they have met their CE requirements and are covered by the required E&O insurance. During annual licence renewal, licensees will be asked to submit declarations confirming that they are informed of and meeting their ongoing licensing requirements, including that they have met their CE requirements, before they may proceed to renew their licence.
