LLQP Exam Prerequisites

Requirements Before Writing the Exam

Prior to writing the LLQP exam:

  • You must have successfully completed the Harmonized LLQP course through an Insurance Council approved Harmonized LLQP course provider.

  • You must have a CIPR (Canadian Insurance Participant Registry) number.

  • You must have valid confirmation of successful Harmonized LLQP course completion within the last 12 months by an approved course provider.

  • You must write the LLQP exam within 12 months of successful completion of the Harmonized LLQP course.  Once your course completion expires you cannot write any exam module. You must successfully complete the course again.

The Harmonized LLQP Course is Mandatory

The Harmonized LLQP course (Harmonized Life Licence Qualification Program course) is the first step to applying for a life insurance licence in British Columbia. The course is regulated nationally by the Canadian Insurance Services Regulatory Organizations (CISRO).

You must take the course with an Insurance Council approved Harmonized LLQP course provider. The course can be taken online or in-class, on a full time or part-time basis, depending on the provider.

Exam Requirements by Licence Type

There are different exam requirements for the two types of life insurance licence: Life and Accident and Sickness; or Accident and Sickness.

Life and Accident and Sickness

To qualify to apply for a life and accident and sickness licence, you must successfully complete the four required exam modules within 12 months of the date of the first exam module passed.

Modules required:

  • Life insurance

  • Segregated Funds and Annuities

  • Accident and Sickness Insurance

  • Ethics and Professional Practice (Common Law)

Accident and Sickness

To qualify to apply for an accident and sickness insurance licence, you must successfully complete the two required exam modules within 12 months of the date of the first exam module passed.

Modules required:

  • Accident and Sickness Insurance

  • Ethics and Professional Practice (Common Law)

Suitability and Conflicts of Interest

To qualify for licensure, applicants must meet requirements established by the Financial Institutions Act and the Insurance Council Rules.  This includes requirements related to a person's suitability to hold a licence, as well as business activities which might conflict with their role as an Insurance Council licensee.


Before registering for an exam, individuals looking to become licenced to sell insurance in British Columbia should be aware of the Insurance Council's Rule 3(2), which articulates those requirements. 


To issue an insurance licence, the Insurance Council must be satisfied that the applicant:

  1. has met all of the requirements set out in the Financial Institutions Act and the Insurance Council Rules;
    is trustworthy, competent and financially reliable;

  2. intends to publicly carry on business as an insurance agent, salesperson or adjuster in good faith and in accordance with the usual practice of the business of insurance;
    has not in any jurisdiction:

  3. been refused, or had suspended or cancelled, an insurance licence or registration;

  4. been convicted of an offence; or been refused or had suspended or cancelled a licence or registration in any other financial services sector or professional field;

  5. for a reason that reveals the applicant unfit to be an insurance agent, salesperson or adjuster;

  6. and does not hold other business interests or activiities which would be in conflict to the duties and responsibilities of a licensee, or give rise to the reasonable possiblility of undue influence.

To sell life insurance products in British Columbia, completion of the ​Life Licence Qualification Program (LLQP) is a required certification. This involves completing the Harmonized LLQP course, and successfully passing the LLQP exam.
